V.2. Evolution of Occupation and Average Wage in the Executive Branch
During the first quarter 2001 indicators related to occupation of jobs were very similar to those of the fourth quarter 2000.
A
comparison of the first quarter 2001 and the same period for 2000 shows a 2.4%
decrease in occupation in the Executive Branch, mainly due to the implementation
of early retirements (section 15 Law No. 25237 of the Budget of the Federal
Administration), which resulted in a reduction of 6,773 positions(11).

The above-mentioned fluctuations were mainly recorded in personnel under agreement due to the Contract Law No.14250 (AFIP and ANSES) in the SINAPA (National System of Administration Profession). Conversely, during the period of reference, an increase of 1.5% was recorded for military and security personnel for the first years of the career: security agents and cadets, applicants and military service volunteers in military personnel, as a result of the seasonal nature of recruiting in the Armed Forces.
Salaries increased by an average of 2.4% between the fourth quarter 2000 and the first quarter of 2001, rising from 1,181.4 to 1,209.5 pesos. The variation recorded in the consolidated distribution of the agents per bracket is due to automatic movements in rank in the lower income levels (under 1,500 pesos), which accounted for 78.4% in the previous period and 76.6% in the current period.
Furthermore, roster movements of automatic nature or vegetative, such as movements in rank of personnel in SINAPA or promotion of military and civilian personnel in the Armed and Security Forces, among others, have influenced the variation in the average wage, with increases of between 1,7% and 3.2%.
