Dialogue for the implementation of the Argentine Social Solidarity and Productive Reactivation Act


Within the framework of the enactment of the Argentine Social Solidarity and Productive Reactivation Act, the Secretary of Treasury, Raúl Rigo, received different referents from the professional entities, with the aim of explaining different tax issues implemented by the law.

During the meeting, held at the Ministry building, Raúl Rigo said: “It is important to have a space for dialogue and technical exchange”, and highlighted the work done with the different entities and the Argentine Federal Administration of Public Revenue (AFIP, for its acronym in Spanish).

The idea of ​​the meeting was promoted by the Ministry of Economy. The purpose is to achieve an approach with institutions that bring together professionals who, from their daily work, know the problem of applying the regulatory framework. Entities such as the Professional Council of Economic Sciences, the College of Graduates in Economic Sciences, the Bar Association and the Argentine Association of Fiscal Studies previously had sent their consultations. During the meeting, each of the concerns were read and answered.

The most consulted topics referred to the tax policy contained in the Law passed by Congress at the end of December. Personal Assets Tax, Income Tax and Tax for an Inclusive and Solidary Argentina (PAIS, for its acronym in Spanish, which means “country”) were the main themes. The questions addressed the technical nature of the articles of the regulation.

Participants highlighted the possibility of having this consultation space to express their opinions. The dialogue took place in a cordial tone. This is the first meeting of a work process that seeks to improve and clarify specific cases where there are different interpretations of the regulations.

Announcement by the Secretariat of Finance


The Secretariat of Finance invites information agents to draft a service proposal within the framework of the managements and actions necessary to recover and guarantee the sustainability of the Argentine public debt.

The service to be hired aims at identifying the holders of External Public Debt bonds of the Argentine Republic that the Secretariat of Finance whose names will send to the firms interested in formulating the offers.

In their service proposal, the Agents concerned must include the estimated schedule, the dates on which the information is to be advanced and estimates regarding the accuracy of the verification. In evaluating the offers, the application of the regulations and jurisdiction of the Argentine Republic will be preferred. Service proposals can be sent until January 13, 2020.

The Secretariat of Finance confirms the intention of the Argentine Republic to align its activities with the objectives proposed by the Minister of Economy in order to recover sustainable economic growth and the repayment capacity of the Argentine Republic.

Mercedes D’Alessandro is the new National Director of Economy and Gender


For the first time, the Ministry of Economy has an area that focuses on gender equality from an economic point of view. Mercedes D’Alessandro was appointed by Minister Martín Guzmán to run this new area. The brand new official says that “poverty is sexist” and that inequality is strongly expressed in terms of gender: “It is women, transvestites and transgenders who suffer from the worst conditions of employment and earn lower salaries.”

The new director of Economy and Gender takes into consideration the following data released by the National Institute of Statistics and Censuses (INDEC) for the beginning of her management:

– Women have a lower level of economic activity (48%) than men (71%), since household chores compete with wage-earning jobs

– They perform 76% of unpaid household chores, with an average of 6.4 hours per day

– They earn less than men, with a salary gap of 28%

– Women under 29 exceed 23% unemployment (more than double the average unemployment rate)

– Among the young people that neither work nor study more than 65% are mothers

– Only 2 out of 10 workers in the industry (sector that offers better employment conditions and salaries) are women

Mercedes D’Alessandro was born in the city of Posadas. She holds a PhD in Economics issued by the University of Buenos Aires and has lectured for more than 15 years, mainly in the field of Epistemology of Economics.

In 2016 D’Alessandro published the book “Feminist Economy. How to build an equal society (without losing glamour)” and participated in another one entitled “Is the future feminist?”. In 2018, she was chosen as one of the most important intellectuals in Latin America by Fundación Avina. In addition, L’Oreal Paris chose her for an exhibition of photographs of the most inspiring Argentine women in recent years.
